The gnats are laying eggs in the top two inches of soil, and that's where your problem is. The larvae can be controlled by removing the top layer of soil and replacing with horticultural sand or potting mix with little peat in it. The gnats are attracted to wet soil surfaces, so do not overwater the plant. I have heard, but not tried, peroxide and water (I think 2 tsp/pint water) sprayed on soil surface, a little dish detergent in the watering can, window spray on soil surface. There is a bacteria but it may be a controlled pesticide in your area. You can soak the soil too, but that's not good for the kitties.

you can get a herbicidal soap that is safe areound animals from the garden center at lowes or home depot
